The Federal Form I-9: Employment Eligibility Verification, is used by employers as a record of their basis for determining the eligibility of an employee to work in the U.S.

In 1986, Congress approved the Immigration Reform and Control Act (IRCA) to combat illegal immigration. All U.S. employers must complete a Form I-9 for each employee hired after November 6, 1986 in order to comply with IRCA's regulations.

Employers utilize Form I-9 as a record of their reason for assessing an employee's eligibility to work in the United States. The form is kept by the employer and must be made available to various federal agencies upon request for examination.
