Water and sewer line construction activity increased through the end of 2023, albeit subdued due to stagnant government budgets. Given the importance of functional sewer and water infrastructure, local and state governments fund most of all critical infrastructure work. The funding of these projects has been hampered by rising interest rates over the past five years, most notably in the second half of the period, which increased long-term debt as municipalities contract projects out to water and sewer line contractors. Still, rising utility and residential construction provided contractors with healthy downstream markets. Water and sewer line construction revenue has inched upward at a CAGR of 0.8% to $59.7 billion over the past five years, pushed down by a 1.8% decrease in 2023 alone. Profit also increased as revenue growth outpaced labor costs.
This industry comprises contractors that are responsible for the construction, reconstruction and repair of water mains, sewers, drains, aqueducts, pumping stations, treatment plants and storage tanks. It also includes construction management companies and special trade contractors that are involved in water and sewer line construction. All structures that are integral parts of water and sewer networks are included in this industry.
