Oman has been producing oil since 1967 and is the largest non-OPEC producer of crude oil in the Middle East. The sector is dominated by Petroleum Development Oman (PDO), which was established in 1937 and awarded a 75-year concession. Today PDO’s Block 6 concession covers around one third of the area of Oman and the government has a 60% interest, with 34% owned by Royal Dutch Shell, 4% owned by TotalEnergies and 2% owned by PTTEP, though all non-associated gas resources in the concession are 100% owned by the government. The concession was renewed for 40 years in 2004 and in 2021 the government transferred its rights in PDO to a newly established state-owned company, Energy Development Oman. Outside block 6, oil and gas operations are governed by Exploration and Production Sharing Agreements (EPSAs).
