In the public sector, both parties to a negotiation want an agreement that reflects the goals and policies of the School District while respecting the knowledge, experience, and skills of the workers. Unions try to create proposals to advance employee autonomy; management may want the work done in a particular way because of mandated testing and accountability measures. Both parties are pursuing a compensation plan that attracts and retains competent, dedicated professionals, shackled by a financial system that limits tax revenue and sometimes leaves professional educators and support staff with a salary scale that renders them unable to live in communities where they work. Management often views itself as stewards of the public purse and unions believe the public interest and workers are best served by merging interests and articulating them at the bargaining table.
