1st Look at the Massachusetts Police Reform Legislation

This bill which makes many changes becomes effective on 7/1/2021. It establishes a Peace Officer Standards and Training Commission (POST) with subpoena power and investigative power, establishes limits on police use of force including a ban on chokeholds, requiring de-escalation before use of force, requires officers intervene and/or report use of unreasonable force by fellow officers, limits no-knock warrants and bans racial profiling. The bill also creates two new criminal offenses: overtime fraud and law enforcement officials having sex with people in their custody. In addition, it creates four permanent commissions and seven temporary commissions.
